The heat is not from the exhaust. It is radiating off of the rear cylinder. The deflectors direct air between your legs and the rear cylinder. My bike has the deflectors and they work perfect. Without them it was too hot

I just got back from a 2800 mile trip using the deflectors and they made a HUGE difference. various portions of the ride was in 100 degree heat. I did have mine painted black as I think they looked cleaner on the bike............. like they are part of the original versus an add on. It would be nice if Victory offered them in varying colors to match the bike.
