North Orange County CA | Not sure what numbers your asking about; but it sounds like the numbers that you are being asked for must be in binary code where only zeros and ones are used.
More detail into what you are doing would help. |

Pocono Mountains of PA | Not sure, but if you are putting in a lat-long position, it's 0-90 latitude (north or south of equator)for lat and 000-180 for longitude ( east or west of Grennich England, Lat 000), The longitude always starts with 0xx or 1xx ( 3 didgt)
