I haven't been able to bring myself to put a luggage rack on the bike, but last weekend I needed to carry a package that wouldn't fit in the trunk and it didn't warrant using the trailer. Hanging in the garage was a bicycle rack made to attach to the trunk of a car. In about 10 minutes I had an emergency cargo carrier that worked great. The top bar slipped in behind the tag. I added an extra piece of foam padding to the bottom bar where it was touching the tail light. A small cargo net fit across the arms which a bike would sit on providing a hammock to lay the cargo on. Someone following me said it was sitting solid and the position was such that none of the taillights were obscured. Anyway, I'm not suggesting this as something to run out and buy, but if you end up in a situation like I did it will work.

Like your idea.. in PA they get pretty on your ass about being about to clearly see your license plate. A friend of mine got busted by the police for a trailer/hitch rack, that when he put a big cooler on it the license plate was almost covered...
