| I don't understand cause harleys tuner is call race tuner. so if the customer says I'm going racing and doesn't how can that be haley's fault.

Yep. That was my point. Government is out to screw us all, whether you ride Harley, Victory, Kawasaki, Suzuki, etc, or drive a car or a pickup truck. If you do anything to improve your machine, they are after you.
The EcoNazis would rather you just walk everywhere anyway.
Remember, this attack against Harley follows the recent one against Volkwagen.
