I cannot get my steering to lock. I have never used it and cannot find how to in manual. whats the trick?

Peru, IN		Sometimes, you have to sort of jiggle the bars to get them to exactly line up. Bars all the way to the left, key down then turned to the left. (It will end up almost upside down.)
