I found a site that has dealership downloads for almost all of the M/C manufacturers....and YES Victory is available:

I have downloaded the VIC dealers and uploaded to my ZUMO and they loaded right up.

I looked at this site a couple of weeks ago but unfortunately they do not have any of the Canadian Victory Dealers included....
