I have a 2012 Victory Vision tour. Bought a dongle and can't seem to get installation instructions
for it. Going on two three weeks. Where is the plug on the Vision tour to plug it in?

I had the same issue. Apparently, you need more than just the dongle. You need some sort of additional Y cable harness that connects off of the Auxiliary radio input under the console. If you already have the CD/Intercom/XM radio harness connected, it allows for both to be interconnected. No one ever told me about the Y cable, so I gave the dongle I ordered back to the dealer claiming it was incomplete.

You need to purchase the Audio harness for CB/XM it plugs into the rear of the radio and runs back to the compartment in the base of the trunk, you will also need the dongle jumper cable that connects to the dongle and to the Audio harness, if you want bluetooth for you and a passenger you will need 2 dongles but only 1 dongle jumper cable. you have to turn all the bass and treble settings to zero or sub zero. The sound is not that good and mine has a humming noise. It's a big waste of money for the sound quality that you get. The Dongle Jumper Pt#2878917 the Audio Harness Pt#2876143, and remember you need 2 of the dongles if you and your passenger want to hear the factory sound system thru bluetooth.
