Recently purchased the heated seat through "Pure Victory Gear". Seat fits but the tank panel will not line up properly. The seat which came on the bike was the "Lock & Ride" leather seat which was very uncomfortable for me but did lined up properly with the tank panel.
Any suggestion....

Can you return the seat you purchased?

If so, I have the original seat off of my '08 which I could trade you for the leather one, I took my original seat off after only a couple of months and replaced it with one that was a take off of a 10th anniversary Vision which has a different look.

Un bolt seat and make sure it locked in the rear tab. It the two seat bolt holes don't line up its not in place. You should not have to force the two bolts to go in the holes.

Wthe seat in place put the back end of the pannel if place just under the edge of the seat. Now push the the front ends down in place.

If still no luck run over to dealer and have them look at it

I purchased a Ness seat for my "08" Vision and had same problem. I found a way to fix it.
Make sure rear tab is locked in then sit on seat and slam back side of your butt against seat to push it back the 1/8 inch it needs, then sit and insert screws. Panel should fit fine.

 Did the same thing, fits fine.
